Michael Saylor, Ph.D., leads Delaware’s educator talent model, supporting educator preparation, recruitment, and certification, as well as talent management strategies through access to quality preparation and meaningful induction, evaluation, and professional learning. He previously led school leadership initiatives for the state. Leadership projects included implementing a statewide comprehensive induction program for new leaders, designing an administrator evaluation system aligned to the Professional Standards of Educational Leaders (PSEL), and the collaborative launch of the Governor’s Institute for School Leadership (GISL). He is also an instructor and clinical practice instructor for Albany State University, one of seven universities selected by the Wallace Foundation for the University Principal Preparation Initiative (UPPI). Prior to working at the Delaware Department of Education, Michael was a teacher, reading specialist, and administrator in Pennsylvania.
